How do we get user participation in design to work? One of the emerging
problems for ICTs-and-development projects is the low self-efficacy of user
populations.

At its bluntest, this means users blame themselves, not the ICT system, when
things go wrong; and so they don't provide useful feedback. (For more on this,

But my evidence base is limited and I'd like to know - here or via blog comment
- whether there's evidence for this same issue in the community informatics
world.
